From what I understand Rubedite was mostly found in High Rock before the One Tamriel patch for ESO. The Royal Guard armor seen in the Tribunal expansion for Morrowind is likely made from Rubedite, which makes sense considering King Helseth was originally from High Rock and lived there for most of his life.

Incorrect. Half of nodes are based on character/champion level, half of nodes are based on skill point investment in the first crafting passive for that line. A level 50 character with 10/10 in the metalworking passive on an account with >= 160 champion points will always see rubedite ore.

Of all the places to farm rubedite in the game, Old Orsinium would not be in the top half of places I would pick. In most instances, refining will get you more in value than selling. Where it's better to sell the raw is platinum dust, rubedite ore, ruby ash, and some of the level 1 mats.
False. You have higher chances of Rubedite ore, and will see it more often in different zones, but you can easily find iron or high iron too. The only right implementation from ZOS on this would have been to add completely new node spawn points for this new resource, which they could make as common or rare as they like. Instead they went the incredibly daft and lazy route of simply turning X% of their ore nodes into jewelry nodes instead.
The way i make most of my gold is farming rubedite and vile mansion. Farm vile mansion just farming for an hour i get about 15k then i go farm rubedite ore i refine it any temps i may get from it i sell them and then sell the ingots in the guild store.
I just farm it in the wild. I max out my cp craft tree to get double mat drops and I regularly do mat hunting. I have literally thousands of platinum ounces built up. It adds up over time. Remember that metal ore nodes also drop some raw platinum regularly.

The type of ore you get depends half on the level of your character and half on how many points you have in that passive.
